Requirement

Renfrewshire Council sought a skilled and qualified contractor to undertake a significant upgrade across three sites. The project involved the uplift and replacement of artificial playing surfaces, installation of new fencing, and replacement of floodlight lamps across four pitches. The goal: to enhance community sports infrastructure while embedding sustainability at every stage.

To reflect Renfrewshire Council’s values, the tenders included:

  • 10% weighting for Community Benefits – Tenderers were asked to offer against a menu of various community benefit outcomes that have points values attached across a range of outcomes covering employment, skills and training, business support, and community engagement and provide a supporting methodology on how the offered benefits would be delivered.
  • 5% weighting for Fair Work practices – Tenderers were asked to respond to a standard questionnaire on their commitment to Fair Work.

Due to the relative immaturity of the market, climate-related questions were included for information only, striking a balance between ambition and market readiness. This approach allowed the Council to signal its commitment to sustainability and Net Zero by 2030, without placing undue pressure on suppliers.
