Outcomes

Key Climate Emergency commitments made by the appointed Service Provider included:

• Becoming an accredited net zero carbon business by the end of 2025;

o Ensuring a 100% electric fleet by 2025 (50% by 2024);

o Eliminating the use of fossil fuels in their buildings by 2025;

o Measuring and reporting on all scope 3 emissions by 2025;

o Ensuring zero waste is sent to landfill by 2025.

• Supporting their supply chain to become net zero businesses by the end of the contract – thus providing full net zero delivery of scheme;

• Providing the Scottish Government with an annual carbon footprint report and offsetting any residual emissions generated until net zero is achieved; and

• Working with scheme customers to increase the proportion of zero emission heating systems installed year on year throughout the lifetime of the contract.

Community Benefits

The successful Service Provider has committed to deliver the following minimum targets for employment, training, skills development and placement opportunities during the initial term of the contract:

  • create 600 jobs;
  • 210 work placements or work experience/job shadowing;
  • 110 new modern apprentices;
  • 16 graduate positions;
  • 1,900 health and safety training courses (a recognised and relevant course);
  • 1,100 scheme related training opportunities

(leading to internal/external certification or a recognised qualification);

  • 330 supply chain upskilling opportunities (with accredited certification).

Fair Work First

The successful Service Provider confirmed that:

  • They hold Living Wage accreditation;
  • They commit to pay at least the real Living Wage to all staff involved in the delivery of the contract (including any agency or sub-contractor staff directly involved in delivery).
  • They hold Investor in Young People accreditation.
  • They hold Investors in People (Platinum) accreditation
  • They will annually report on their adherence to Fair Work First, including the Service Provider’s own annual ethical supply chain audit.

 

Monitoring and Reporting

The appointed Service Provider is required to provide an update on delivery against commitments set out in the contract including those relating to the Sustainability and Climate Emergency commitments as part of the Monthly Performance Report including delivery against Community Benefits commitments (which also includes reporting against KPIs).

The Monthly Performance Review Meeting will include standing agenda items on Sustainability including Community Benefit commitments, Fair Work Practices and Ethical considerations such as Supply Chain matters (i.e. labour standards, working conditions and slavery/human trafficking), and the Climate Emergency. 

The Service Provider is required to provide a detailed breakdown and review on Community Benefits, including any corrective controls and actions, as part of the Annual Report.
