Structuring the Council’s approach
Despite these successes and the good endeavour, the Council recognised the need to develop a more structured approach to sustainable procurement to address key challenges. These include resources, available budgets, the understanding of procurers and key stakeholders as well as market capability, capacity and collaboration.
The aim of the work is to:
- Prioritise the focus on climate and wider sustainable procurement implementation within categories and projects, providing an audit trail explaining why certain areas were prioritised to inform category and project strategies;
- Inform the Council’s 2024 PCIP assessment;
- Improve the confidence of procurers regarding relevant project requirements;
- Support the transfer of learning and actions to other relevant categories and projects; and
- Establish an effective repeatable process.
This case study sets out how the Council applied this approach, its ongoing development and key lessons learned.
The intended audience for this case study comprises:
- Public procurement practitioners;
- Other key stakeholders who influence procurement;
- The Council’s climate change team; and
- Other public bodies.
