Considering the extent of potential benefits, it was agreed the next procurement for care at home services would make the shift to outcomes-based commissioning, supporting providers to deploy staff for full shifts without significant periods of downtime.
The new contract will include the wording in relation to ensure shift payment.

Feedback was obtained from service users, care workers, and care provider organisations and analysed to measure what impact the test of change made.
