Considering the extent of potential benefits, it was agreed the next procurement for care at home services would make the shift to outcomes-based commissioning, supporting providers to deploy staff for full shifts without significant periods of downtime.

  • service users can be supported in a more holistic manner to improve their health and wellbeing, with this reablement approach assisting providers to deploy staff for full shifts without significant periods of downtime.
  • Support Fair Work practices by paying providers for full shifts on a permanent basis beyond 31st March 2023, and strengthening Fair Work principles within the terms and conditions of the provider’s contract by making it a requirement that care workers are paid, at least at the rate as detailed in the funding letter, for the full shifts of work they undertake.
  • Continue the engagement with providers to ensure any downtime or ad hoc availability is used effectively to meet the outcomes of the people we support, including stepping up care and support when needed to maintain the person at home.
  • Continue to monitor the difference between actual contact and shift time so that this is kept to a minimum.
  • Monitor additional benefits of this approach including prevention of hospital admission.

The new contract will include the wording in relation to ensure shift payment.
